Most of them have lost population since 2000, except Tallinn (+13.8%) and a few cities around it: Saue (+23.8%), Keila (+16.5%), Maardu (+0.9%). Pussi in the northeastern part of Estonia has lost -53.4% of its population since 2000. Note: some cities have had their administrative borders changed since 2000, however, the population data does not account to that.
